I've personally just gone through this today, and the promo was auto-applied, showing in top banner of each page as I went through the signup. They almost caught me to create a new Savings account too with a single click, but skipped that one. This is the same for the other deposit amounts.
They clearly address that at the beginning of the footnotes at bottom of main deal page, listing multiple account types open with them "on or after January 1, 2022" as making you ineligible for this offer. I'd encourage all to RTFM for straightforward questions like these.

For reference, I opened one of these accounts today, and skipped the transfer funds step. Around lunch time I added my source bank details in Cap1 portal, from one of the biggest US banks, to transfer 1 lump sum. Didn't even need to go through the step that takes a few days for me to verify the few pennies of test transfers.
Now saying they will have my funds next Wed.
I assume this will vary slightly for everyone, but take this as a sign that you MUST start to fund the account within a week of opening, or your balance on day 15 may not meet the threshold you want if the transfer hasn't yet fully settled.
Don't allow Cap1 the loophole to claw back the bonus!
Your TBill suggestions seems like potentially a better return after 3 months, if transferring in under $100k, but only for 3 months. So the actual interest earned on a $100k deposit would really be 1/4 of the 12 month APY, therefore only 1.355% return on your investment or $1355, way less than this offer which would be $5850 at end of year, or even 1/4 of that after 3 months w/ Cap1 being $1462.50. Besides the lower term duration of the TBill, I'm having a hard time seeing the advantage of this vs 1 year w/ this Cap1 offer. On day 366 take your money out and invest in TBills later if you want! And depositing any less than 100k w/ Cap1 these numbers only get worse.
Also what's the TBill tax rate for federal & state taxes (obv differ state to state) for the 'average American' with a $60,000 salary, vs the average rate against the interest Cap1 will have included on a 1099-INT?

2.5875% * (360 / 90) = 10.35%
I'm not sure about you, but you aren't getting 10% anywhere unless you're investing in some High Yield bonds or some Mexican government bonds.
Either way, 10.35% isn't bad.

you could simply earn an equivalent yield of 10.35% and then pull the money in buy the 3M and 6M T-bills. No need to wait a year. 90 days an then back into the investment account.

I did this deal when it was offered late last year. If you can read, understand, and comply with the terms, it should go off without a hitch. My $1500 bonus was actually paid earlier than they were required to under the terms.
