13700H is not that muh powerful than 13620H as the number of performance Cores are same on both. Having 4 less E Cores does not affect most of the applications people use these laptops for, like Photoshop, Adobe Premiere. You will see disadvantages in applications for Video transcoding or highly parallel programs.
And regarding the Ram price, DDR5 Rams are not as cheap as the DDR4 counterparts. if you buy the 16GB version and then try to upgrade to 32GB DR5-4800, around $90 alone. Anyway, the main problem is that Dell has discontinued the 13700H+RTX4060 combination for this series altogether and you won't be able to buy it anyway.

Is the understanding correct that even though these devices have the necessary hardware they're not as good for games as gaming laptops? Or would running new games on high setting be possible here?

This is not worth it at this price IMO; you can upgrade the RAM and storage but not the processor.
