To be fair, the english dub of this show is pretty good compared to most other anime dubs.

For whatever reason, the Ghost in the Shell releases on DVD/Blu-Ray seem to have always had some sort of issues, whether it's the movie or the series, it's had issues with the Audio, Video or Subtitles. Video on some releases was letterboxes with a black frame around the top, bottom, left and right.. the 4K release had a song swapped, others had missing or duplicated subtitles/audio, this release had the dub subtitles, I believe another one had interlaced video issues? The GITS series is just the worst of luck whenever a release happens!

My guess is that they had access to the closed captioning files, which are text-based. It's simple to generate a new subtitle stream from that to drop into a 1080p Blu-ray disc authoring project. However, the subs for the DVD releases were image-based, meaning hundreds of 720x480 TIFF files per episode, each one a page of subtitle text made up of 4 colors. I know because I was the one who made them.
They might have had access to those but thought it would be too much trouble to run them through OCR. Or more likely just didn't realize that they were two different things, so they didn't bother to compare them.
If you watch anime on Netflix and see subtitle selections for "English" and "English SDH", that's the difference. The former is the translation of the Japanese, the latter is the closed captioning for the dub.
