No it's a total of 2 packs only. You pick which 2. If you are recycling ink you can buy 1 pack by 4/30 and recycle 10 cartridges for April and one pack 5/1 and recycle 10 more cartridges for May.
I usually go in store and try to see what is on clearance (look for clearance shelves located in the back of the store. I usually find stuff 50-90% off.

As for uses of stamps, the post office treats them as postage on anything. Have used multiples on loads of packages, flat rate priority, certified, etc. I have no shame attaching as many as I like to cover total mailing costs, same value as cash.
We are borrowing 1 trillion every 100 days. Interest on the current debt is more than all of defense. It is quickly going to overtake the "social" programs. These "Socialist" programs have the age old problem that has never been a part of the equation in increasing spending. Margret Thatcher said " Socialism" is great until you run out of "other" peoples money. 50% of the US tax payers pays no Federal income tax. In order to repay the debt, you can not tax people do not pay taxes, but they can devalue the dollar by printing more in the name of helping the poor, when actually it is not in anyone's interest. Only the Fed Reserve connected entities (banks, investment firms ect..) make out on the deal because they have access to credit.
My mom and dad bought houses in the late 70's and early 80's at 17% interest. In 88 I bought my first house with a FHA loan at 7%. These by todays standards are impossible numbers. How did we ever get through it? By increasing the productivity of the nation.
Productivity is a ugly word today. In order to be productive you need a environment of predictable tax environments. Long term investment depend on predictability. The higher the debt, the less predictable the dollar value is in the future. The more money the GOVT borrows leaves less money for others to borrow to increase efficiency. The FED interest rate hikes in the last few years only make life harder for the poor. COLA (cost of living increases) are imperfect and can be manipulated. yea you might see cola increase, but be assured you are still loosing because productivity is not keeping up with inflation.
We are in a debt spiral that wont end well. So yea a Forever stamp might be a hedge on the value spent on the stamp. It has a defined value for ever unlike a dollar. Only problem is what happens if they go out of business because they cant run the post office with certainty with out GOVT help.

Otherwise, yeah it's not a place you want to go in without a plan and pay full price. Household stuff when it goes on sale, price match to Walmart, use the 25% email signup coupon for online orders, etc.
