these are my actual numbers (not GV)
I was able to complete my order about 10 minutes ago with my GV number.
When you go through online activation then they ask for port info (account number/pin/carrier) which will start the actual process -- if you couldn't activate the phone then you haven't started the port process yet
if i add second line tomorrow (ordering first line now) can i still get second line at $30?

Edit: I did the process through a computer and it worked.

I used my home address associated with the GV account. Some others have used the Google address in the wiki. Not sure it matters.
Others have reported using a number other than the one you used at order step. Some have used a major carrier number which should then allow the port to be almost instantaneous. But not sure if they port during the evening hours.
