You have to activate with ATT or VZW. If you want to do this entirely online you will need to port in a throwaway number which you can get for cheap from google voice/tello. Itherwise, you will have to go to a store.
Once you receive the phone you can cancel the account. ATT buyers remorse policy is 3 days to refund $35 activation fee and 14 days to cancel the line. Not as slick as $549 before but still a decent price.

The note20 is way better imo. Has more ram, has way better display. The s24 display is extremely dull. It's like you are watching Soviet area television. The note20 also feels faster. It's also way lighter. I miss my old phone, but samsung nuked it with the last update and it no longer works. I really miss the sd card, but we are slaves to the companies unfortunately.

You can get the phone with a new ATT/VZW account and then cancel it. If you have an existing VZW account I recommend going for ATT

Yes, and if you are in an area that you can't get spectrum, you can't get the deal.
But if you are, their home Internet is reasonable - I've used them for years (but through two acquisitions).
Their mobile service is overpriced, but 60 day unlock, so you don't pay it for very long.
