If you know where the main water line comes into your house and it's easily accessible, should only run you a couple hundred dollars on today's standards. But if it is accessible you could also do it yourself. The device comes with a spacer so you cut a section out of the main line that length plus extra for the fittings, install male threaded adapters using one of the methods I mentioned below and attach the threaded adapters that come with it and install the device. If you ever need to remove it, you just put that spacer in his place. If you're not comfortable shutting your water off at the meter or using SharkBite or PEX fittings or pro-press or using a torch and sweating the pipe yourself, then yeah call a plumber.
This is from Costco (arguably one of the most reputable retailer) and Moen (a household name that make shower and sink faucets).

This thing has paid for itself several times over. Owned for about 3 years and just the stuck toilet flappers it caught have saved me untold $. That said, this could have been so much better but I would purchase again no questions asked.

Does this still work on well water with a pressure tank? Meaning, would this give false readings of running water when pressure tank calls for more water?
