That's not true anymore. There are newer pumps that will work down to -22 F. There are relatively cheap ones that will work to -13 F: https://www.amazon.com/Pioneer-Di...08K3N8QPS/ Even at -13F the heat pump is 2x as efficient as an electric baseboard. An additional source of emergency heat is still probably a good idea in any case, however.
It's very easy to do it yourself. I was able to do mine after watching a YouTube video.
Says Energy Star Certified, that is worth another 30% off from your taxes. Bringing the actual cost down to around $350, which is a good deal in my books. Going to try one of these units to see how well they work.

Need a code to knock that 17K BTU down some too. It's more expensive than the 18K by a decent margin, but maybe because it's more efficient. Which is why that's the one I'd take.
Do you need ac repair man to vacuum the lines when installing if so how much does this add to the price
You can rent an ac vacuum and manifold set from Auto Zone, Advance, OReilly's etc, for essentially free. No idea if the fittings on the manifold set are the same size though. Just throwing it out there.

As an HVAC tech I have probably installed 200+ different types of systems. Including this brand. It's true the insulation is not hard, if you know what you're doing.
My biggest warning to you is this brand. If you have any problems with the compressor, fan motors, circuit boards they offer ZERO support. If you end up having problems, most likely a technician will not be able to order parts "under warranty" to fix it. You will probably end up buying a whole new system. That is why they are priced as a disposable appliance. My recommendation is go with Diakin or Mitsubishi if you can afford the upgrade

You are probably right about the support. Daikin and Mitsubishi, on the other hand, require professional installation and maybe even annual maintenance by a pro—easily 10 times the cost of this.
I will need an electrician to install. Unit will be on a cinder block wall in the garage with easy access to internet power (dedicated 20A Outlet) and external power on the other side of concrete wall. How many hours do you guys think it should take to do this?

It's a half day install if the main power is located nearby. With cinder block, you'll need a special 4" hole saw but most handyman should be able to handle (plus you electrical).

Might be worth considering a window unit or portable heat pump for 350 sqft.

This is a 240v unit…not going to work on a 120 circuit.
A 9K and 12K were my only heat source for a 1500Sqft house for the first two winters.
