As for using RF-S lens on a full-body camera like the R, it's not recommended unless you absolutely need to take a photo but forgot your RF lenses at home.
What you're basically doing is attaching a lens with an optical window smaller than the actual sensor. And I think that, rather than keeping photos with that cutout area, it'll just crop into the photo, effectively crippling the megapixel count of your photo.
And after Googling, I found that the apparent math for Crop-Sensor lenses on a Full-Sensor body works like this:
The area of the cropped FF would be 5/6 squared = 25/36 of the total area.
25/36 of 30MP (like the R) is 20.83MP
And for comparison, the R100 is 24.4 megapixels.

So when using an RF lens on the R100, a 50mm lens (RF lens - designed for full-frame sensor) would be equivalent to an 80mm lens when used with the R100's cropped (smaller) sensor, because 50 times 1.6 is 80.
So if you wanted the equivalent of 50mm on an R100 using an RF lens, you would need to get an RF lens that was around 30 or 35mm which could get you an approximate 50mm equivalent.
So the current deal is even better, since the 55-210mm lens was $50 more back then.
I then bought a refurbished Canon RF-S18-150mm f/3.5-6.3 IS Lens on eBay for $375 and now I pretty much only carry that lens around with me at all times. It covers all the range I need, almost the entire range of both of the other 2 lenses I bought.
In hindsight I wish I had just skipped buying the extra 55-210 lens, since it's so much easier to just carry around the one lens and not have to fiddle with switching lenses when you're out and about.
Overall, I love the camera. It's lightweight and has pretty much all the new technology of Canon's other more expensive cameras, except for a few features that I would probably never use anyway.
I feel that for the low price, you really can't beat it. I've already gotten my money's worth just from all the photos I've taken on a few trips and events over the last 2 months.
For an entry-level, point and shoot, "real" camera, this is a great one to get.
And if you think you might end up buying the RF-S 18-150mm lens in the future like I did, then I'd recommend skipping this $299 package with the kit lens altogether and just buy the R100 body for $250, and find a used 18-150mm on eBay.
I paid $375 because the seller was a photographer guy who seemed honest and said the lens came in the kit for the brand new R7 he bought. He had old EF lenses already but wasn't sure if they'd work fine at first. It seemed legit and the lens came looking brand new and working great. I had a conversation with the guy before purchase and I felt comfortable.
But if you're more adventurous you could find cheaper used 18-150mm lenses on ebay or elsewhere and then with R100 body you might only be in for $500 or so total for an amazing complete kit.

It's crazy that you can get a decent camera body for $250.
