First, SteamVR games run off your computer so you need something specced well enough to handle those
Aside from that, I've been able to run stuff like Half Life Alyx and other games without any issues. My setup is fully wireless (PC connected wirelessly to router (10 feet away) and quest 3 connected wirelessly to router (10 feet away) and haven't had issues. At my old apartment that was built in the 50s, even a wired PC gave me issues as the router had trouble getting through single walls.
If you have a modern/Wifi 6 router, have your PC hardwired for ethernet, and keep the quest somewhat close to the router, you should be good. Sometimes you can get away with less (like me, fully wireless and no issues), other times you might need to hardwire your PC to ethernet and be super close to your router. YMMV.
Either way, you can also USB connect the headset instead if you prefer.
For wireless streaming, theres a free Meta Quest airlink software, free SteamVR software, and paid VirtualDesktop software. For most, VirtualDesktop works best.. for some people SteamVR or Airlink works better, so try them all out and see what works for you. If you do end up buying virtualdesktop (or anything else on quest) you can always instant-refund it if it isn't meeting your needs (provided you play it less than 2 weeks/2 hours)
Use the link below to check local stock. Should show as $462.97 if it's OP's price in store.

Signage saying $399 was over the display.
Display has a full set of cards, so maybe they are expecting more units.
I don't track Quest 2, but it appears to be $199 based on website price.

For a wired PC connection, is the Meta Quest 3 going to be better than a PSVR2 without those features?

Quest 3 has better lenses (Pancake) while PSVR2 has better screens (OLED). I've found the PSVR2 tracks the controllers more reliable than Quest3 (the Quest 2 even seemed better than the Q3, for tracking) but it's still rare to have issues. The PSVR2 will require additional wires and take up ports (I have 3x monitors on my PC, so I'd have to unplug one to use the PSVR2 on it, the quest wouldn't need it). The Quest is a bit higher resolution on the lenses. Quest3 is probably more comfortable, at least to me, and has color passthrough if any games support it on PC (PSVR2 is B&W).
It's a tough one -- I would say that the Quest will probably be the easier setup and has more flexibility (you can use it wireless, you can use it wired, you can use different apps) but it will be interesting to see what Sony does with it

I am used to the Quest 2 software. Usually, I use it for my desktop, then open different window applications as tiles that I can place around the room. Hopefully I can do the same with the Steam VR desktop and PSVR2.
