tl;dr I had to change the Amazon Day delivery day to a later one, and then finally the 3rd no rush 20% off option finally showed up.
Initially I only had 2 shipping options, the usual: 1) Tomorrow June 10 One Day Delivery and 2) Tuesday June 11 Amazon Day Delivery. All I did was "change delivery day" to a day later in the week (I don't remember which tbh), and then when the page refreshed it now had 3 shipping options, with the last one being the 20% off no rush shipping (it made it Monday June 17 for me, FYI).
It just worked for me just now when I placed the order, Sunday around 3:00PM EST, from Android Chrome. I did have it on show desktop site from having been messing around with it for a bit trying to get it to work, but I doubt that matters at all. Just try changing your Amazon Day delivery day to later in the week if it's an option for you. Must be an overlap of dates that causes the discount to not show up for some, e.g. in my case.
