The idea behind MIRs is that a certain percentage of buyers will not submit them, and they can deny a certain percentage due to "not following instructions" for submission. Or they deny you for literally no reason, and a certain percentage just doesn't try to fight it. The goal is to pay out as little as possible.

In a decent country with a competent government that cares about consumer protection, shit like MIR would be illegal. Unfortunately we live in a country that has a pay-to-play government. You give money to the politicians and they do what you ask them to.
Another pet peeve of mine is how greedy companies can get away with advertising LOW LOW PRICE of x, and cause the consumer to believe that they will be paying the low price x, when in reality they will sneak in all kinds of bogus "charges" and "fees" and then add the sales tax at the very end and what you actually end up paying is a much higher price of Y.
It's literally bait-and-switch tactics used by street criminals.
Adding any of these fees and charges and sales tax are fine, of course merchants should be allowed to do that. But you must add it all up and get the final total and THAT IS WHAT YOU MUST PRESENT TO THE CUSTOMER. All sane countries do this. Hell, i saw people shopping in Russia and there, the price you see on the sign is what you pay. All the shitty fees and taxes are all included in the advertised price. The price you see is on the ad is the price you pay.
Unfortunately we do not have a sane government.
Now most are online, darn near painless, and can be tracked with a mouse click.
Otherwise buy the item with a $10 instant discount, not the $100 rebate. You are enjoying the extra savings because you aren't that guy who can't follow directions
