DS224+ (also 920+, 423+, 220+, 720+, 1520+) supports 4k transcoding with inbuilt GPU (rest Synology does not or very incapable). Adding RAM also help in overall performance. DS224+ is Value buy for first time Plex users (add more RAM to make it 6GB . RAMs are very inexpensive )
QNAP TS-464 has everything you need for Plex but little expensive.
FYI: 4k transcoding is mostly needed when you want to play your Plex content on mobile/ipad (assuming you have plex pass). On home TV, you rarely need 4k transcoding.
For non-Plex users , most of the NAS are fine.

There isn't another option better than this, locally, for the price. But yes, you could convert an old PC if you want to set it up as a network attached storage device, but synology specifically has great software to make it easy to set things up. That and docker make this very invaluable.
At first I used an XP desktop as a server. After that, I built myself a 9-bay UnRAID server with 1.5TB HDDs around 14 years ago using regular PC parts. The build and setup took up my entire weekend. It was great while everything was working. Alas, when 1 HDD failed (after ~8 years of 24/7 operation), I realized how much of a PITA it was to service it and replace internal HDDs on that heavy tower.
When I priced out parts for building a server with all hotswap bays, I decided to go for Synology instead. Cost is about the same plus it's pretty much impossible to build a 4 or 5 hotswap bay PC with a footprint as small as Synology's. Yes, there's M-ITX but those are still bigger.
