Sure wish all slow "Matter" devices also had "Thread" to prevent Wi-Fi channel congestion.

A ground wire is like a safety line in the event of an electrical fault. It's likely not required for standard functionality, but you generally want it there for safety's sake, especially if you aren't familiar with working with electricity. The ground wire is usually bare copper or green.
A neutral wire returns the current back to the panel in order to complete the circuit. With devices that require a steady stream of power, like many Wi-Fi-powered smart switches, you need a neutral wire. The neutral wire is usually white.
The Tapo switch does require a neutral wire per the Quick Start Guide on the Best Buy website. It *should* have a ground wire attached to it, but the ground wire doesn't normally carry current so it should not technically require it.
