I have received this or a similar offer many times in the past. I've used it for partial payment on car insurance (only paid enough on Amex to max out the credit, then used other cards with cash back). Last year I used it on a travel insurance purchase.
I made a $200 payment to Geico AUTO INSURANCE online with my amex card after adding this offer on July 29th, posted on 29th and so far received no amex offer used email alert or any credit on my amex account as of now. Wanted to pay remaining with wife's amex card but not sure now since it didn't trigger on my amex card
They take PayPal, and I confirmed this week that the Amex Offer applied when I paid by PayPal using my Amex.
Amex told me via chat this morning that this method would *not* qualify as PP is a 3rd party processor. Could you confirm or provide a screenshot showing it worked for you?

They're wrong. Charge shows as "PROGRESSIVE" on Amex and has worked for me every year.

That's what my insurance does. You don't even have to call them, they just do it automatically after a couple weeks.
