No. Google Pay has nothing to do with Google Play. Google Play balance can only be used for digital items like YouTube Premium, YouTube TV, android apps, in-app purchases, etc.

No issues with two orders. I was able to redeem both Google Play gift cards, and the two $5 Target eGift cards were automatically added to my account.
