I called and they got me the deal but I think i no longer get free Amazon Prime as a long time Metro account holder. They messed with my account to make me eligible and in hindsight I'd rather get Amazon Prime for free than an unneeded tablet for $20.

Looks like the agents don't have access to any special systems. They are pretty much doing what you can do yourself online. If you can't make the transaction go through, they won't be able to either.
All this points to my account or address being flagged, which is resulting in the two tab limit. I ordered one additional tab in May with a BYOD line, and no phones this year except for the Edge 2024 I currently have on my active line, so it's not like I ordered a ton of phones or tablets.
