I guess Metro is similar to Tracfone, where usage doesn't matter and lock status is tracked in an Apple server. As long as the phone has an activation date in Metro's database, some script checks daily for activation date > 180 days and requests an unlock from the Apple server.
Note: This worked for me, and you are welcome to try this idea as well. But don't assume it is a guaranteed method for unopened and unlocked. It was a nail bitter for me for 182ish days.
