All the while, the product pages only mention a 40% (and 35%) discount with terms stating a $20 max discount.
Edit: It's a game. You've gotta experiment. Some items and quantities trigger the $20 limit earlier than others.
Edit: I snagged three bags of Blue Buffalo Tastefuls dry cat food (1 Weight Control, 2 Multi Cat) in one order with the full 60% discount. Sweet! Nice glitch. Thanks, OP!

I did try other flavors but no go... eventually it did.
Do note my computer worked (eventually) but via phone app did not.
That's freaking epic was paying 37 bucks for the same thing at Amazon with the usual 50% off prime day deal
Gave me a headache but was worth it had to play with different sizes and different types and different quantities
Add one bag to cart and then increase the quantity to two you should see total $50 which qualifies you for free shipping
When I tried to add more than two bags to cart by clicking the quantity button I lost the deal and if I tried to add two bags directly to the cart I lost the deal And start over
