I've had it for 5 years now, I think I got it on clearance from HD. My expectations were low but it has been surprisingly solid. The only thing is that it is light so expect it to be dragged around when pulling on the hose.
If you select a zip code that offers the discount the shipping address will be prepopulated with that city and state, and it cannot be changed during checkout. Not sure about using PayPal since shipping is usually based on the PayPal address.

Have had Suncast hose reels including this type for many years.
All have held up for at least 4 years and at least 2 have failed after. Sorry, don't have a timeframe on that ….could have been at 5 years could have been at 10 years. Memory with timeframes isn't as good as it used to be.
The repair involved getting inside the middle of the reel to where the hose attaches. To do so involves "splitting" the plastic reel which are connected by push tabs. It's not difficult….it takes a little time though.

For this price, I'd likely buy new and not go thru the hassles of repair.

All of the ones I've had start leaking where the hose attaches to it. If they could just make that part out of metal, these things wouldn't be so bad.
Two of mine were worse. The part connecting it to the faucet by a shot hose fell off after a year or so light use because a small plastic part holding it in place broke. Called Suncast since it's within warranty. They refused to do anything saying it's not product quality problem. They said it would have broken immediately if it's quality problem. What a nonsense! Will never buy a Suncast hose reel again.

I used to use these for years and finally ponied up and bought an Eely Hose Reel and massively regret not doing so right from the start. Trouble free performance for 10 years next year and no more pulling on the hose and the whole cart comes out at full extension from the leader hose. No more bending over. No leaks. I could go on, but you get the idea.
