Exactly! If they want to push the slow shipping, they need to dish out credits again.
I don't personally need the digital credits, but they should offer something better than an extra 1-2% off, otherwise on smaller orders they're literally offering a few pennies vs the $1 digital credit. If the slower shipping really saves Amazon money then they should offer like $0.50 towards gc balance at least.
Bank of America Customized Cash with Online Purchases as the selected category and platinum level rewards pays 5.25%. Good alternative to Amazon credit card, but you have to have $100k in assets with Merrill, and the big bonus is capped at $2500 in spending per quarter.
Amazon also uses some fairly misleading/deceptive language when offering "6% back" for choosing slower shipping on regular orders (to Amazon/Chase Visa Prime card-holders). It's really just 1%, at best, since they're including the standard 5% you would already get back with this card, anyway. Indeed, in the "fine print" for this 'deal', it states:

:
Prime Visa or Prime Store Cardholders with an eligible Prime membership can choose to earn 5% back at Amazon.com, plus an additional 2% back during the promotional timeframe when they select No-Rush Shipping at checkout, bringing the total rewards on such purchases to 7% back

is there a way to check no rush shipping credits balance?
In the app, tap the Account tab. Then tap Your Account, and scroll down to the Payments section. From there, tap on No-Rush reward balance.
On the webpage, hover over Account & Lists, and then click Account. Scroll down to the Shopping programs and rentals section, and then click No-Rush rewards summary. You can also go there directly using this link: https://www.amazon.com/norushcredits
