No need to restrict sales, but it would be better for sellers to advise shoppers to check their local laws and regulations before buying any e-bike.
In Ohio for example, scooters and mopeds are regulated like motorcycles, but not the same regulations in Indiana where I came from before.
If you want this one and can get your MC license you can register and use it in CA.

An electric bicycle is a bicycle equipped with fully operable pedals and an electric motor of less than 750 watts.
I just bought 2 Herald Plus(es?), a white and a black.
(never mind its 750 watt with 1000 peak)

Virginia has several laws and restrictions for electric bikes (e-bikes), including:
Motor powe: E-bikes with motors that exceed 1,000 watts are not legal in Virginia.
Speed: E-bikes with a throttle cannot go faster than 20 mph.
I guess even if it is greater power then you just register, license and get insurance for it just like any other motor vehicle on the road.
