- In my case they send to contact in 10 days (not holding my breath this will actually happen but worth a shot)

- Login to your Verizon account
- Start a chat
- Request an agent
- If asked, about plans/service
- Say disconnect line
- They will try to offer you other options or to disconnect at a later date
- Insist you need the line disconnected now
- If asked for a reason, say you cannot give them one
- Verify total under Account, Bill, Next bill estimate - about $7 for 3 days of service
*** Instant unlock using SIM Swap for ATT (YMMV) ***
- After getting the phone and paying it off fully, make some calls/texts and make sure it shows up on ATT account
- Transfer the eSIM to an unlocked, steps might vary depending on iPhone/android.
- Make some calls with that phone and make sure it shows up on the account now.
- Now go to ATT.com/device unlock and select non ATT customer and provide imei.
- Make sure you reply yes to the confirmation email ATT sends
- Only cancel the account after you are able to unlock.

Said "pay off device" when asked the reason for calling and follow the prompts.
Fully paid the 299$ for the device with Automated system without talking with a live person.
Then called in and spoke to a live person and canceled the line.
If you're waiting 3 days for the shipment I don't see you getting out of the activation fee.

Did you buy the phone in a state with a 6% income tax rate? Since you wrote that you paid $24 in taxes, that would imply that the cost of the phone was registered at the store as a $400 phone.
I would recommend you check what your phone payment is with Verizon when you have access to a statement. If it's not $8.31 or within a couple of cents of that number, or if it's closer to, or exactly, $11.09, then you signed up in store for a $400 product. Which would not be a surprise, given that the deal that went live yesterday is labeled "online only." It may take a day or so for Verizon to put a statement up on your account online (I remember when I did the iPhone 13 deal, I think it took overnight to get a statement...and you posted that you bought it today), so you may have to wait a little while to find out.
And if you look at your statement and your monthly installment is $8.31, then it would be more reassuring, and an interesting nuance of getting this deal that Verizon would adjust the price down to $299. If your payment is $8.31, it may be worth inquiring about the cost of paying off the balance on the device because you might find it to be only $299.
Don't hold me to this but your deadlines are 3 days for the activation fee to be refunded, and some number of days (I think it might be 14, but you should really double check that) to return the phone for a refund. I don't know what you would like to do (are you ok with paying a total of $400 for this phone? only you could answer that), but consider thinking what you would like to do.

Also it's work if you upgrade as well. I talked to multiple AT&T cs, because the deal is Walmart sell it for $300. You paid it off so you don't own ATT any money. Their policy allow to cancel within 3 days. You can check in the contract when you buy the phone on Walmart
