Failed to mention Via 24 monthly bill credits like always!
I'm on simple choice and I qualified. Already traded in two phones. One for a 9 pro xl and one for a regular 9. If you go to the product page and try from there it's gonna keep trying to add a line for the promo. You have to go to the number's profile and select upgrade from there.

I moved from Samsung to pixel I was using Samsung S series for a very long time so it's a big difference but I am loving the pixel so far, I made some changes, nova launcher so I got app drawer and double tap feature after comparing both screens side by side s23 and pixel xl, s23 screen looks better camera, also pixel is bit bulky but I don't have ultra to do the comparison

Officially no from T-Mobile, but T-Mobile does not know the device is unlocked when you unlock it during first boot. This method works because the lock/unlock happens on the device side instead of on activation servers like iPhone.
Basically,
  1. power on the device
  2. don't connect to any network
  3. finish the setup process
  4. go to settings and enable OEM Unlock (after turning on Dev options)
  5. boot to fastboot and unlock bootloader

Are these the steps? The device is fully unlocked and no issues with updating the stock ROM?

Yes, skip everything during first boot. A few people reported getting stuck at the screen asking to setup T-Mobile eSIM and had to use adb to stop it; I did not have that problem. Some people claimed you have to put AT&T SIM inside during first boot, and I did not do that either.

Thanks. So, what was the adb command to stop it?

Also, we are NOT putting the SIM during this whole unlock process, correct? If there is a SIM, then it will use the data.

Yes, unfortunately. Is there a way to restore L1?

Not that I've ever found, without relocking the bootloader.
So only 480P SD on Netflix and other DRM apps.

One of the reasons this will be my first unrooted phone I've used in a while.
I've seen posts on other issues on the pixel 9 when rooted as well.
The main things I needed root for can be done now without it.

Yes, I never put any SIM in. I don't know which process/service is responsible for the T-Mobile eSIM screen as I did not have that problem. If you do, you can use adb to list all running processes/services to check.

According to folks on reddit, the internal docs on this promo state that it runs through 12/4. I just went ahead and pulled the trigger on a 256 gb pixel 9 pro xl. Traded in a pixel 7 for the $800 credit. Also got the free pixel buds! I am on a legacy magenta plus plan and processed the upgrade against one of my existing free lines (I had no device promos or EIPs on my account).
I preferred the green version, but wasn't willing to risk the backorder causing issues with the promo applying properly. I battled the online store for about an hour trying to get it to allow me to select in-store pickup, but finally gave up and ordered the black version shipped. Their store webpage is atrocious and I was only able to get the stores nearby to populate for selection a few times of all my attempts.

I'm not sure how OEM unlock, would achieve carrier unlock. Can you provide more details?

I think I get more of it now. OEM unlock can't happen with carrier locked phones so achieving OEM unlock means it's carrier unlocked. Initial setup somehow doesn't allow phone to carrier unlock. But does it get carrier locked if you lock bootloader again? Like the purpose of OEM unlock during initial setup is to just carrier unlock it and return back to stock hoping carrier unlock remains. Or don't install GrapheneOS and use bootloader unlocked phone to connect to TMO, will it carrier lock again?

no need to wait. you can add 4 orders to single line at the same time. They are all processed individually.

How did you activate the 4 phones?

The phone is factory unlocked before first boot. During first boot, it runs the TMO config (preloaded for phone with TMO SKU) to carrier lock it. After I installed GrapheneOS, it remains carrier unlocked. For stock, a few people reported SIM re-locked after factory reset, which I think it's the expected behavior from the preloaded TMO config.

Not very often unless you are on the expensive plans.

Just activate like you are switching device (easier with physical SIM) or you don't have to activate them at all if you don't want to.

Are you saying I can achieve carrier unlock if I am willing to install GrapheneOS on 'first boot'? If that's the case, is there anyway (like using Android Flash Tool) to overwrite TMO factory config with the official Android 16 factory image?

Would this work with a Mint sim or would I need to try the unlock process above first?

When i log out of my account i can still see the promo. Not sure what is going on. Maybe they ended it for simple choice.
