T-mobile has a hidden plan for 30GB data a month data plan (you get your own sim and need your own device).
I got a cellular modem for $40:

Call in or use their online chat to inquire about the "Basic Mobile Internet 30GB plan (SOC: MI30TE or MI30TI)". It is $15/mo but you get a $5/mo discount by using autopay.
If you can't repro then you suck. This also provides you with a phone number for the data account and you get access to t-mobile tuesdays despite it only being a data plan

I called costco as a member to have activation fees waived. The rep had me fill out a $150 costco gift card tmobile rebate form also, but i doubt this would qualify.
In the same vein can I use this as an eSIM on an iPhone 13 as a data/mobile hotspot?
I just added mine at Costco to my plan -- so I don't get $5 discount. But they waived the SIM/activation and a 20% rate discounts since I have that on my plan.

With the hotspot plan, you don't have to do anything which may violate the terms with the mobile provider to use it on a hotspot or a cellular modem.
The tablet plan is supposed to be used in a tablet, and even though there had been some workarounds to use it directly on a hotspot, most probably you maybe violating some terms.
On the other hand if your usage is really to use it on a tablet when on the road, then yes, the tablet plan works best for that.
Couple of years back $10 internet plans were unheard of, and that is one reason it was such a good deal at that time. But now a days even the 5G Home internet plans are getting into $20 range...

When I turn on the Wireguard client, it definitely slows down to the 5-6 Mbps I'm seeing on my iPad (slightly higher ~10 Mbps on my MacBook Pro).
When I turn off the Wireguard client, I'm getting better speeds around 17-20 Mbps on both devices.
And, of course, when I use my iPad Pro's dedicated tablet plan, I'm seeing 100+ Mbps on both my iPad directly and when hotspotting to my laptop. And even better than that when I turn off iCloud Private Relay.
I read quite a few old Reddit threads about how I can't use my tablet plan in my mobile hotspot, is that still the case? This would actually all be perfect if I could pop my new 30 GB basic internet SIM in my iPad, and take my iPad's dedicated tablet plan and throw it in my hotspot bc it can be used internationally. I doubt I could be so lucky, huh?
I have 3 lines with this, all 3 are working with tmobile tuesday, you cant set up the tuesday account or whatever, but you can use the account on the phone that the sim is in. I think it took 1 billing cycle to work.

Also asked them for my smart watch, they also gave same deal 10$ per month instead of 15$ per month for high speed data in canada and mexico included.
