The discussion with Mint customer service rep yesterday resulted in a trouble ticket being assigned to the "backend office". I was told I'd "receive an e-mail within 24-48 hours".
Late this morning (less than 24 hours after the ticket was issued) the new phone had a notification that the phone was carrier unlocked.
Under Developer Options the OEM unlocking was immediately selectable--I need this for installing the after-market ROM, but this bootloader unlocking is tied to the carrier unlocking.
Soon thereafter I received another notification: "No service" and "Selected network (Mint) unavailable". That may be due to the fact that I had previously deselected "Automatically select network" in settings. So I selected the "Choose network" option and then selected "Mint" (the only option since I hadn't changed Sims) and a few seconds later I was back in business.
I never received the e-mail from the backend office, but everything seems to be working.
To answer a couple other questions folks have asked: My understanding is that this is a permanent carrier unlocking. I believe I'd told the Mint customer service rep (Kylah) that I was going to be going on international travel (as the excuse for needing it carrier unlocked right away). I had paid for a year of service along with the phone. The fact that the service is already fully paid-for is one of the requirements you need to meet for them to unlock your phone right away. I ordered Tuesday of last week and received it via FedEx on Friday. I had used an eSim for the Mint service on this phone. I'm a brand new customer of Mint, but I don't think that should matter.
If I receive an e-mail from the backend office and it contributes any additional information I'll post a follow-up message.
I'd actually ported-in a burner phone number to this service. So after I load GrapheneOS, I'm going to switch numbers (port-in) so my new phone has my main phone number. Hopefully that will take less time and I'll get less of a run-around doing that.

It could be because I paid with PayPal, so maybe there are different checks on addresses? It doesn't help that the order doesn't show in the 'transaction history', but I remember that was also the case when I first signed up for Mint ... just the plan purchases show up.
This is the link that somebody posted yesterday and it worked for me no problem, although now I'm getting an error code. I'm not sure why.

However, Pixel 9 FINALLY fixes the broken fingerprint unlock sensor so that's a big upgrade for me. I have the pixel 7 from the last Mint special and felt a downgrade from pixel 3 which had a much better fingerprint sensor.
Also, make sure you are logged in. I just went back in after placing my order, to verify the steps. And it had logged me off.
I was able to find it again by doing the following:
1. Open the app, click the account icon
2. Select Shop new phones
3. Click the "home" link (it will be home-->deals)
4. Scroll wayyy down until you see Google pixel 9 for 479.
5. Click it and you will see the 299 price
I am an existing user with an existing Mint plan. Enjoy!
wish i could convince my parents to upgrade their old phones but they dont seem care. I got the P9Pro during the crazy Best buy deal so I have no need but still.
These have just tanked in price. I wonder if google is purposely dropping these prices to convince people to switch from apple.
