The discussion with Mint customer service rep yesterday resulted in a trouble ticket being assigned to the "backend office". I was told I'd "receive an e-mail within 24-48 hours".
Late this morning (less than 24 hours after the ticket was issued) the new phone had a notification that the phone was carrier unlocked.
Under Developer Options the OEM unlocking was immediately selectable--I need this for installing the after-market ROM, but this bootloader unlocking is tied to the carrier unlocking.
Soon thereafter I received another notification: "No service" and "Selected network (Mint) unavailable". That may be due to the fact that I had previously deselected "Automatically select network" in settings. So I selected the "Choose network" option and then selected "Mint" (the only option since I hadn't changed Sims) and a few seconds later I was back in business.
I never received the e-mail from the backend office, but everything seems to be working.
To answer a couple other questions folks have asked: My understanding is that this is a permanent carrier unlocking. I believe I'd told the Mint customer service rep (Kylah) that I was going to be going on international travel (as the excuse for needing it carrier unlocked right away). I had paid for a year of service along with the phone. The fact that the service is already fully paid-for is one of the requirements you need to meet for them to unlock your phone right away. I ordered Tuesday of last week and received it via FedEx on Friday. I had used an eSim for the Mint service on this phone. I'm a brand new customer of Mint, but I don't think that should matter.
If I receive an e-mail from the backend office and it contributes any additional information I'll post a follow-up message.
I'd actually ported-in a burner phone number to this service. So after I load GrapheneOS, I'm going to switch numbers (port-in) so my new phone has my main phone number. Hopefully that will take less time and I'll get less of a run-around doing that.

You need to log in your mintmobile account first. Click the deal link in this thread or the Pixel 9 link below directly. Log in again if needed. Filter by "google" on the left side. I was placing only one phone order which did not seem to go thru as the browser hung up on check out screen. just a white wash over the whole screen, never got a confirmation. So I started all over again without checking my email first. It turned out the order actually went thru because there was not only the purchase confirmation email but also AMEX card not present transaction alert. So now we will have 2 phones which are fine because both our phones need to be replaced.
I suspect those whose orders were canceled if they still want the phone, they could try the same steps again because as of early afternoon the phone only screen still pulled up, despite the entry point showed the $479 tag with 1 year plan, but the detail screen only shows the phone, if you already logged in before navigate to this.
Regular crowded like at a mall or at a movie theater it will work fine.
