The discussion with Mint customer service rep yesterday resulted in a trouble ticket being assigned to the "backend office". I was told I'd "receive an e-mail within 24-48 hours".
Late this morning (less than 24 hours after the ticket was issued) the new phone had a notification that the phone was carrier unlocked.
Under Developer Options the OEM unlocking was immediately selectable--I need this for installing the after-market ROM, but this bootloader unlocking is tied to the carrier unlocking.
Soon thereafter I received another notification: "No service" and "Selected network (Mint) unavailable". That may be due to the fact that I had previously deselected "Automatically select network" in settings. So I selected the "Choose network" option and then selected "Mint" (the only option since I hadn't changed Sims) and a few seconds later I was back in business.
I never received the e-mail from the backend office, but everything seems to be working.
To answer a couple other questions folks have asked: My understanding is that this is a permanent carrier unlocking. I believe I'd told the Mint customer service rep (Kylah) that I was going to be going on international travel (as the excuse for needing it carrier unlocked right away). I had paid for a year of service along with the phone. The fact that the service is already fully paid-for is one of the requirements you need to meet for them to unlock your phone right away. I ordered Tuesday of last week and received it via FedEx on Friday. I had used an eSim for the Mint service on this phone. I'm a brand new customer of Mint, but I don't think that should matter.
If I receive an e-mail from the backend office and it contributes any additional information I'll post a follow-up message.
I'd actually ported-in a burner phone number to this service. So after I load GrapheneOS, I'm going to switch numbers (port-in) so my new phone has my main phone number. Hopefully that will take less time and I'll get less of a run-around doing that.

Get the iPhone if you want a non-standard, non-universal charging port, and non-standard, often non-compatible default apps that make it harder for you to share calendar events, map locations, and photos.
This requires 2 orders and Esim supported phone:
ORDER #1 (to get active account)

2.) Download MINT app first. Then Activate Esim. Get phone# and create password and restart phone.
ORDER #2 (GET PHONE)
1.) Once you have the account, login on DESKTOP VIEW via mobile device or better on DESKTOP PC/MAC and login. Hit allow on the sent SMS to your phone to verify IP. Now login and find SHOP NEW PHONES
2.) Look for pixel 9 by clicking deals or visit: https://www.mintmobile.
3.) Place order and wait 60 days out of your paid 90 days of service to use anywhere.
YOU NEED THE 3 months plan to wait the 60 days and unlock. Activate phone at least once with esim and you can put it away until 60 days or use the phone and service.
I did this all in less than 20 minutes!
THIS IS NEW INFO THAT MIGHT WORK AS WELL TO UNLOCK. Per stlgamer: (unverified) "…call Google at 650-253-0000 and ask them to perform a "google factory reset"
- Download Mint Mobile app on "extra" fodder phone to place a new eSIM on and open the app
- Claim the 3 month $10 a month ($30) promotion and move on to check out & pay for it
- Create a new number and install the eSIM on your phone (physical SIM requires time to ship, which is way slower and tbh it may be out of stock by the time you get it), go through the whole activation process etc etc
- Go to the Account tab on the Mint Mobile app and then go to "Shop New Phones"
- Pixel 9 does NOT show up in "Phone Deals" landing page for some reason, so click on the hamburger icon on the top left, twirl down "Phones", and then press on "Deals"
- With this, the Pixel 9 will now show up (as the first phone listed) and you will be able to purchase it with no extra plan attached for just the 300+tax/fees
