The discussion with Mint customer service rep yesterday resulted in a trouble ticket being assigned to the "backend office". I was told I'd "receive an e-mail within 24-48 hours".
Late this morning (less than 24 hours after the ticket was issued) the new phone had a notification that the phone was carrier unlocked.
Under Developer Options the OEM unlocking was immediately selectable--I need this for installing the after-market ROM, but this bootloader unlocking is tied to the carrier unlocking.
Soon thereafter I received another notification: "No service" and "Selected network (Mint) unavailable". That may be due to the fact that I had previously deselected "Automatically select network" in settings. So I selected the "Choose network" option and then selected "Mint" (the only option since I hadn't changed Sims) and a few seconds later I was back in business.
I never received the e-mail from the backend office, but everything seems to be working.
To answer a couple other questions folks have asked: My understanding is that this is a permanent carrier unlocking. I believe I'd told the Mint customer service rep (Kylah) that I was going to be going on international travel (as the excuse for needing it carrier unlocked right away). I had paid for a year of service along with the phone. The fact that the service is already fully paid-for is one of the requirements you need to meet for them to unlock your phone right away. I ordered Tuesday of last week and received it via FedEx on Friday. I had used an eSim for the Mint service on this phone. I'm a brand new customer of Mint, but I don't think that should matter.
If I receive an e-mail from the backend office and it contributes any additional information I'll post a follow-up message.
I'd actually ported-in a burner phone number to this service. So after I load GrapheneOS, I'm going to switch numbers (port-in) so my new phone has my main phone number. Hopefully that will take less time and I'll get less of a run-around doing that.

The phone boxes are sealed in that there are 2 small, about 1 inch long strips at the back of the outer sleeve. There is an arrow direction on the strip indicating how you lift the strip in order to be able to slide the phone box out from the sleeve. They all look authentic to me as Google phone's original packaging.
Inside the phone box there is the phone, and a small thin packet at the bottom of the box, in it is a google phone pamphlet of several pages in very tiny print, and the pin to open the sim slot. That is it, no difference from other different brands of phone packages received in the past.
Essentially both reps said you can simply use the existing SIMs from the old devices, continue to use your existing plans. Once the new device uses the Mint Network, it is considered "activated". Thus starts the 60 days clock.
Phone rep is more precise and more clear on that process. Chat reps are all confused, despite 2 chat reps both claimed the existing SIMs would work fine on the new devices. But both were unclear how the "activation" worked, for us who use the existing SIMs. One even confused it with the SIM you are supposedly get (with a new plan) that you have 45 days to activate it, else the SIM would become invalid... That of course relates to a new plan bought with either eSIM or physical SIM.
Eventually the 2nd chat rep finally clarified that once the new device uses the Mint network service, the new device is then "activated". i.e. starting the clock of the 60 days, If you need to unlock earlier than 60 days, you would need to contact Customer Service to get this done. Apparently there are 2 reports in this thread have had such process, One poster already got the email of phone being unlocked. Another poster got this request submitted today. We would then wait for his update.
I imagine the phone needs to first be set up (i.e. linked to a google account) before it can be used. My current phone is more than 4 years old. I totally forgot how the initial set up steps were. lol.
We plan to do exactly the same.
Agree with you Mint does not have a clear policy as evidenced by different reps gave different answers.

l'll just try and be patient.. at first l was worried they ran out of stock and allowed people to order too many or something, but seeing that it was back in stock and people are ordering again, l'm hoping that's not the case.
What gives? From what i am reading here, people are getting the deal as existing customers.

The baggie is a bubble baggie. It does not have any other bubble sheet. The bubble baggie is tightly wrapped and sealed with the phone box inside, literally has No spare space. Then this bubble baggie is placed in a FedEx shipping bag which also is tightly wrapped around (turned into an elongated package), again sealed.
I would not be concerned with the method of packaging - considering the numbers of order going thru in a very busy season.
