That's Astro's Playroom. Astro Bot is a recently released full game using those ideas on the scale of a Ratchet and Clank. It's been very well reviewed and received in general.

I got about 20% of the way into the game a month or so ago when I had a bunch of free time and really enjoyed it. I would rate it close to Mario Odyssey in terms of original gameplay and fun for a third-person platformer which says a lot. Highly recommend.
