How would this be for a complete beginner? I'm looking to mainly polish rocks and maybe make jewelry.

This is a nice wired model at a good price. It apparently includes the flex shaft which is really handy, too. The only reason not to get it would be if you wanted a cordless model that runs on battery. The 8250 (IIRC) is the model to get if you need that.

Yes, 4000 is better in every way, unless your priority is small size. 3000 is smaller and lighter.
4000 has stronger motor, variable speed control, generally comes with better accessory kit, has more attachment options.
