Can you if it says household income? I asked for my parents to get them discount on electric bill but electric company said everyone is included in the household. So if you rent a room and they make 100k you are automatically counted as making 100k+ even if they only pay you 500 in rent.
Really... that is what you are worried about. Just don't tell them you rent out rooms to make ends meet.
And if you expense a portion of the Rent or Mortgage, use depreciation expense, have a home office to run your renting of the room, Internet, phone, computer, cleaning supplies... ect... everything can be tax deductible and I would be very suppressed if you made a penny.
Actualy, if you make lets say $101K... and rent your room at a loss of $2k per year... Renting a room may help you get this ebike.

You can't really survive on 33k in most of CA so if you are truly making that little you deserve some help. 45k is ok outside of the big cities, but I doubt an e bike is that useful there.

I guess if you are an 18 year old making CA minimum wage this will be great

To all who get lucky and get a free ebike:

To prevent needless lithium battery fire deaths,
Please:
1. Store the ebike outdoors when possible.
2. Do not charge unattended, ever! Think of it as cooking on the stove - don't walk away.
3. Unplug after reaching full charge. Do not keep it trickling.
4. Let the ebike battery cool down for an hour before charging.
5. When possible, store below 100% charge. Even 80% better.
6. Don't run the battery down to 0%, or even 10%.
7. Do NOT use or expect any regular fire extinguisher will put out a lithium ion battery fire!! It won't!! Run out asap then call 911.

Sadly, the bike organization doesn't warn ebike owners of this risk, which NYFD unfortunately has had to do after numerous residents became crispy critters.

A lithium bike fire CAN burn down a home fast, even from the garage.

So like an EV car, be safe!
Always outside!
Great safety info!

And people, wear helmets and be EXTRA careful when on the road on an E-Bike! So many news reports of people on E-Scooters/E-Bikes getting hit by a car, bus, or train and dying.

Don't want anyone to get in accidents from this deal.

Whoever approved this idea needs to be investigated for corruption. Our tax will increase rapidly to pay their pocket. 3 millions to feed criminals is no joke.
$3 million is 0.0014% of California's annual budget (~$210 billion). The budget balances, so revenue and expenditure are roughly equivalent. That means for every $1,000 in tax revenue, 1.4 cents goes to this bike program. That is a rounding error.

Yeap, i hope there will be the voucher for all of the safety equipment. I'd say it a win to have these poor folks to fork out more money to keep themselves safe from these e-bikes.
