Now if you play in QHD, you often see gains of 20% or more with a 4080.
The truth is you need a good GPU to pair with this, but as of right now this is the best CPU that money can buy.
I find a 9700X running PBO, with DDR5 6000/6400 RAM, and an RX 7700XT or 7800XT to be a pretty balanced setup for gaming and application use.
If you care about Ray Tracing, then a 4070 Super would probably be a better GPU.
Oh and if you're using PBO, you probably want at least 240 Closed Loop cooler.
DLSS 4.0 Multiframe gen is my specific critique in this post to claim NVIDIA is offering a huge step up in performance. I can GUARENTEE that playing on a 5070 with 2 generated frames per real frame isn't going to feel the same as a 4090 with 1 generated frame.
NVIDIA is lying about their performance by a lot. I will bet money that the 5070 is worse than the 4070 ti super when using standardized testing.

Whether the 9800X3D will drop that low in the next six months is debatable.
