As for RTSP streaming on the solar cam, I don't think any battery-powered camera would support that, as it would be an incredible drain on the battery. However, you can stream briefly via Alexa devices like Echo Shows and Firesticks.
Overall, LaView cams have been surprisingly solid for me despite their low price and the brand being relatively unknown. I also have the M1 Base Station [amazon.com] camera set, which I paid $50 for, and it's been pretty good as well.
The only issue is that I can no longer adjust camera setting in the app. Each camera's settings page loads briefly and then closes. Fortunately, I had the settings exactly how I wanted them before this issue appeared, but I really should stop being lazy and contact LaView's customer service about the problem...
You might even consider getting a cheap Tracfone that comes with a few GB of free Wi-Fi data. I can picture placing the Tracfone in a waterproof case and setting it up as a mobile Wi-Fi hotspot near one of these solar cameras. This setup could enable placement in a variety of locations where Wi-Fi and power aren't available. Of course, you'd also need a way to solar-power the smartphone as well...
