The main difference between an undercounter fridge and a typical mini fridge is how the heat is rejected. A typical mini fridge has the condenser coil built into the outer shell of the fridge. It uses the metal shell to dissipate heat on each side. If you stick this type under a counter as a built in fridge, it will quickly overheat. I actually have a cheap glass door mini fridge built in to some cabinets/counters. I put a 120mm fan on the rear, blowing across each side of the fridge towards the front. I have the fans tied into the relay for the compressor so they kick on when the compressor is running. It's worked that way for about 9 years so far. Most people wouldn't want to do all this crap though. I've considered replacing it with an actual undercounter fridge.
Undercounter fridges reject heat through the front kick plate area at the bottom.
Many reasons.
1. Low quality
2. The freezer become useless in less than six months because of condensation getting in freezing up. The cooling performance will also drop because of the ice buildup.
3. You have to defrost, which is at least $20 of work in my opinion. We will do this many times and regret. (please do not argue if an hour or free time is worth $20. It's subjective. Just replace 20 with some other number that you're comfortable with)
4. If power goes out, the freezer is going to melt, and you will have a ton of water on the floor. I had this many times with another brand fridge.
5.Looks / Quality
Deco has a great built quality . I rather pay more but enjoy the quality/looks for a years to come.
The volumes are similar if you exclude the freezer.
Update : I have just received the fridge. This is the fastest large item I have purchased that came this fast.
The noise level of fridge as of now 5 AM in the morning as I wake up is between 36 to 38 DBI.
The build quality is really good .

I think most dorm room compact fridges are cooled mainly by the freezer.

From what I've noticed and researched with mini fridges, they can only cool down to 37 or 38 degrees Fahrenheit. This fridge can drop down to 32 degrees controlled temperature, if you like your drinks extra chilly this would be a good buy.

I'm sure this thing is built a little nicer but it's also rather small.
