They used a windows activation tool to activate the windows and the tool unfortunately comes with malware.
They are just some poor guys try to save a buck. Not good granted but really not as some people claimed it to be.

I did the same with mine too. I did not detect any malware in the 1st place but still did the fresh install. Simply copied the Product Key to be on the safer side, and ran a fresh install, that's all it took.
