This is actually Steam's policy.

They used to just give you additional keys, but key resellers found a way to be scummy with it.

Sometimes you can really luck out how Steam prorates the remaining game / games / DLC you don't own if you already have some of a bundle. Especially if you own the most expensive item in a bundle that is heavily discounted....the remain items can be pennies on the dollar.

Great set of games. The 2nd is definitely a critics/fan favorite but the 3rd's gunplay is a step up which makes it my favorite.

I wish I could just transfer my epic games store copy of BL3 to steam... Been debating if its worth the 25 bucks to just buy it so I can ditch epic games store.

I did this by re-downloading BL3 in steam and using the locally stored saved game files from the epic copy. Most of the steam achievements popped immediately.

I want to make sure I'm understanding. I bought the game on epic, wouldn't I still have to buy a copy through steam? I'm aware how to transfer the saved game files, my issue is I already own the game on epic and if I want to play on steam I'd still have to buy the game in the steam store, right?

Yes, that is what they are saying. You can't download a game you don't have rights to from Steam.
