You get what you pay for.
You can buy this phone for more without the requirements.
If they did not require this some folks would buy dozens to resell (which I have no exact issue with other than it make such a deal impossible to offer)
Decide for yourself.
It's really no different from walking into T-mobile and signing a contract to get a 'free' or subsidized iphone. They take your id there.

With TextNow? No, didn't pay anything.
After you click submit order you receive the error or when?
No that should not be the cause because I did create an account and ordered a phone. It doesn't say your payment declined? You're not connected to a VPN?

Back in my day, we only needed money to buy something.
Back in my day we paid what it was worth with maybe a coupon. No subsidized stuff like this… they want credit worthy people who can continue the plan. Just be glad they don't require a contract and roll the odds on the quality of their service
did the free sign up on TextNow but their customer service was offline when I was trying to buy the iphone so I ended up having to pay $2 to activate the "premium version" of TextNow
All worked out as I was able to confirm the eligibility code that Total Wireless sends you when confirming eligibility
Placed the order for the iphone and hopefully it all works out
