If they did not require this some folks would buy dozens to resell (which I have no exact issue with other than it make such a deal impossible to offer)

It's really no different from walking into T-mobile and signing a contract to get a 'free' or subsidized iphone. They take your id there.

Note that a few users have written that they needed to take additional steps to unlock their phones. However, I don't think anyone has said that they could not get their phone unlocked.
On the other hand, if you mean that you use the service, the phone unlocks, and you never port the number out of that phone, then that's a much more valuable phone for trade in. You lose the number, but the phone is a fully unlocked phone.

Try the new number option during activation and either it'll let you otherwise it'll give error that this phone IMEI needs number port
