Many manufacturers have their pre-boot loader lased with instructiuons to download malware or ransom ware from an ip. That is the reason why these are banned in many countries.
Formatting HDD will not help as their firmware is laced with malware.

As you can see in what you've provided, those are highly targeted exploits. Also notice there's not a single mention of secure boot anywhere in that. They likely turned it off.
UEFI as a subsystem, even with TPM 1.3, is quite secure.
What ARM do you recommend? Last time I checked there wasn't much between a Pi and Mac Mini.
I'd love an ARM mini PC to play around with, but I don't see any snapdragons and RISC-V seems to be way more expensive.... I see the Jetson Nanos are now closer to $200, but they seem more AI focussed. Otherwise, why ARM? The power savings might be $10 per year...
As for boards, check out some of the NAS boards on Ali.
Many come with 4 NICs and 6 SATA ports with RAID for under $180. RAM and NAND are on board, so they're very economical.
You could also go with something like the Orange Pi or even one of the ones that use Rockchip.
Alternatively, I've gotten Debian running on an Asus router if you're just looking to testbed.
But if you don't need to do any transcoding (rarely needed for watching at home), you could definitely plug a USB DAS into it and have a good base for Plex.

It goes hunting for the latest drivers online instead of pulling out the OEM ones, which is ideal for keeping up with any bug fixes and performance improvements.
Having the latest drivers right off the bat also means Windows will stop trying to grab them from the Microsoft repository, which can cause headaches and bloat your driver store for no good reason.

You're taking something that was a proof of concept and blowing it out of proportion.
UEFI and Windows are actually very secure by default in that they now require a specific module to even boot. And there's no way around that without additional user intervention to deliberately disable it.
May be ACEMAGIC mini PC doesnt have any BIOS or doesnt have any BIOS EPROM. and BIOS program.
