It is sometimes possible to go into a Verizon store with your new account info and pay off the balance with cash in person before your account has reached 30 days. Then you are free to cancel the line before the full 30 days, with the perfect situation being you do this all within 72 hours of device purchase and you have a case to have your first month of service and any activation fees waived. Leaving you to only have paid the cost of the device. And since it has been activated, the 60 day unlock timer will continue and you'll have an unlocked device in 2 months.

You will have to wait for next year. They only do it once a year.

Just a tip, based on my own experience. May have an account with Verizon, and followed these instructions. What I do is typically call get the Phone and Activate it on Saturday, on Sunday, I call Verizon and don't know why but I've been lucky with the reps, I told them that I want to pay off my phone, and they send me a form to fill out for my card details, after I see my account showing the phone is paid off I just port it out, but it costs me $5.00 for whatever cheap plan on US Mobile.
You can also call but I guess previous threads for these type of deals on Verizon that YMMV. Some reps say that you have to wait until the end of the billing cycle or some disconnect the line during the call. I tried to avoid this situation so I just port out and let it expire. I have not gotten charged the activation fee and the plan costs are prorated. Line is cancelled within 3 days.

ATT does not have a 60 day unlock policy so be careful if its not a straight up discount and over time its like a back-loaded contract. So if they say the phone is $1000 and you get $10x36 off (this is an example) if after 2 months you want to pay off you have to pony up $980 that is assuming the promo has started and sometimes AT&T waits 1-2 months for them to kick off to get it unlocked.
So this is essentially a termination fee in the old days if you recall.
