It charges an iPad from 5-100% with a little battery left so it is close to 10000mah. There are going to be some losses so it wont put out the full 10000mah.

All these portable chargers use rebinned batteries. Batteries that were going to be used in an EV, but failed to hit target capacity.
Anker, Baseus and INIU tend to buy the "good" rejects. Ones that test safe and still have about 90% or more of their target capacity.
Still, this increases the rate bad apples slip through. So you have to test on arrival.
This is why you can get a 140W 20k mAh portable charger for under $40, or this for around $15.
Also, USB-C, voltage conversion, and heat loss all take away capacity. You should expect 20-30% less capacity than rating, even when perfectly accurate.
From my experience, all three makers, Anker included, hit within 20-30% of target capacity. They likely use the same factories and rebinned batteries.
All three use nearly identical internals, with INIU and Anker preferring more plastic for drop protection and heat dissipation. Baseus seems to rely more on thermal monitoring, and hope for the best I guess.

I'd say it's the new normal. Just like when SSDs bumped, the glory days may be over.
