Sometimes old editions are still sold via the keyshops due to remaining keys still in the wild or split from bundles which include the no longer standard game version being sold piecemeal for a slight profit. I think bundlers like Humble and Fanatical get these keys from the publishers because it allows them to sell discounted versions of the game without eroding the current base+ version's price, plus there is still something to upgrade from if the buyer then wants that higher tier edition. You see this a lot with Bethesda, they'll bundle old GOTY editions no longer for sale normally.

*speaking in generalities, not sure about this exact version.

It's been this price or a few cents less for months on this site. I'm waiting until it's below $15. Hopefully closer to $10
