It's considered superior by a lot of folks because it's the smallest/lightest. If you're in a big shop the higher speed of the more expensive models may make a difference, but the torque is mostly irrelevant.

If the ratchet is as bad as some reviews indicate, I might as well buy the other deal and return it. Then the impact driver is cheap.

Where the heck are you seeing bad reviews for this ratchet? The only people who give it bad reviews are generally people who don't understand the difference between a ratchet and an impact. While they make newer and "better" ones this one is still quite good, and a lot of people prefer it because of it's compact size.
