How is the quality of this SD card?
I used to own quite a few PNY video cards.

Walmart has the same price:

PNY is a major brand; their cards generally perform well and last longer than some of the generic brands. The main reason to get this card is if you have a device that can take advantage of the additional speed of 100MB/s read / 90MB/s write.
Additionally, Amazon has a faster version advertised as 200/150 R/W , but it's not as good of a deal at $36:

That's a good deal. An equivalent Samsung card would be at least $10 more on sale.

Bought a two pack of these a few weeks ago; first card was DOA, but other worked well enough. Probably just bad luck.

I've received counterfeit PNY thumb drives from Amazon about a year ago. Hopefully the same thing doesn't happen with these cards.

If you were talking about the Samsung EVO Select card for $35, it has 160MB/s Read/Write that is much much faster than this 100MB read/90MB write per second

Every PNY card I've had has died. I stick with SanDisk & Samsung

What are the things to look for to identify counterfeits?

It will technically work in a dashcam. Should you actually use it in a dashcam? No. Find an SD card that is marketed as a high endurance card.
