I have 2 of the whisper fans and they're really whisper on their lowest setting. Haven't used them on battery

I think you're missing the point of this deal. It includes 2 batteries (4ah which is $100 all by itself, and a 2ah) + the tool. Of course you can buy the 'tool only' for cheaper. But for this deal you're basically purchasing a 4ah battery, AND getting a 2ah battery AND getting the tool (the fan) for free.
If you're interested in spending $100 today go for it. I was able to get the fans for $20 & $25(50% & 40% sale) and (1) 4ah & (1) 3.5ah hp batteries for $35 total on a sale. It's your money. Granted it did not come with a charger*
edit: For those wondering how long they will need to wait for DTO to have a 40%-50% sale, they'll have one for the 4th of July and probably a 30%-40% for Father's Day

I believe they were refurbished but they get tested and I have had no issues with them
