Considering these shorts were made for a sport (Soccer), it wouldn't make sense for them to have pockets.

I'm also in PA. Only normal clothes aren't taxed. Athletic clothes, dress clothes, etc are all taxed. I assume since these are soccer shorts they are being classified as athletic wear.
