Got notice immediately via email for transaction that also shows 500 points pending for this purchase.
Got the gift card a few minutes later. Claimed and saved to Walmart account.
Also to note, the offer showed up in my notifications in the app, titled as "Start your summer with $5 cash back".

Clicking a link used up most of your day?
It says for the first 200,000 customers, but I don't think that would be a problem on the first day. Maybe they're just rolling it out slowly.
They had the same deal in the spring, a few months ago, but it was for 1000 points not 500. Like last time, I just got a digital Walmart $10 gift card from the PayPal site (see the previous front page post for a link to it), which I received within 5 minutes. The gift card even had a link to add it to my Walmart account, which I verified also worked correctly.
In paypal, it said I had fulfilled the offer immediately after buying the gift card, and I had 500 reward points (=$5) pending for it. Hope that helps.
