Yes. Some tones are diminished but it's still recognizable

I work in an office attached to a factory; many of the factory workers have some version of bone conduction headphones on, as we're required to wear earplugs on the floor. they do surprisingly well

I have used them like that before, and they honestly sound better when wearing ear plugs, you can hear more of the quiet detailed sound when blocking out ambient noise. That being said, I would not buy this model if you plan to use them a lot with ear plugs. The biggest upgrade for the pro 2s is that they added an "air conduction" speaker to help with audio quality, and ear plugs would make that pointless. If you're going to use bone conduction headphones with earplugs, I would buy one of the cheaper models like the OpenRun SE for $75 somebody else mentioned.
