the ipc bump on the 9000 series is pretty small, with the biggest gains from the 9000 series being better power efficiency and the ability for their x3d chips to be overclocked (irrelevant to you here).

for just gaming the ipc increase on the 9600 probably makes the 7700x a wash. if you are doing workloads that can benefit from the extra cores (say you game for a while then do some content creation) you will probably see a small uplift on the 7700x. if its worth the 40 bucks or not is more of a personal call. for me, i like having the extra cores available even though i know it's not always the "right" answer for a use case.
